The invention discloses a low-temperature heat-shrinkable film and a preparation method thereof. The preparation method comprises: heating a first mixture to 135–175°C, wherein the first mixture is prepared from low-melt-index LDPE, LLDPE, EVA, COC, opening and slipping agent masterbatch and additives; co-extruding and blowing the first mixture to obtain a first shrinkable film; and punching and rolling the first shrinkable film to obtain the low-temperature heat-shrinkable film. The low-temperature heat-shrinkable film prepared by the invention meets the requirements of low temperature and high shrinkage rate, and solves the problems encountered in single packaging or collective packaging of plastic and steel products.
